A rear garage at 3050 Madison Rd. in the heart of Oakley Square will go before Cincinnati's Historic Conservation Board for a demolition hearing on Sept. 14, adding another question mark to a Madison Road corridor hit hard by the July 17 flash floods.
Lytle Construction filed the application (Case Z4130-2026) on behalf of property owner J&P LTD LLP, according to the Aug. 11 City Bulletin. The property sits inside the Oakley Square Business District Urban Design Overlay District, which means any demolition requires board approval before work can begin.
The overlay district is not a full historic district. According to Cincinnati Preservation Association, the threshold to allow a demolition is lower than in a designated historic district, but the board still reviews whether tearing down a structure fits the scale and character of the surrounding area. The emphasis falls on what comes next: the materials, placement and proportions of any new construction.
The City Bulletin notice does not state why the applicant wants to demolish the garage or what would replace it. No replacement plan is listed.
Madison Road under pressure
The hearing arrives as Oakley's main commercial strip absorbs losses from the July 17 flash floods. Oakley logged 33 flood-related incident calls that day, more than any other Cincinnati neighborhood, according to the Cincinnati Enquirer. Rooted Juicery + Kitchen permanently closed its flagship Oakley Square location after 11 years, and Deeper Roots Coffee shut its doors on Madison Road.
Aaron Kull, Rooted Juicery's owner, told WKRC Local 12 on Aug. 1 that "a couple feet of sewage and rainwater" backed into his basement, ruining stored goods.
City Council voted Aug. 5 to double Cincinnati's flood relief fund from $1 million to $2 million for affected residents and businesses in Hyde Park, Oakley and Madisonville. Councilman Mark Jeffreys filed a motion July 28 calling for 30- and 60-day reviews of flood infrastructure, including reconsidering replacement of the Madison Road Bridge, which a 2020 city study flagged as restricting flood flows in Duck Creek.

The hearing begins at 3 p.m. Sept. 14, at Centennial II, 805 Central Ave., 5th Floor. Under Cincinnati Zoning Code §1435-09-1-E, all property owners within 200 feet of 3050 Madison Rd. must be notified at least seven days before the hearing.
