Since floodwaters tore through Camberwell Road on July 17, Oakley homeowner Paige Scheidler has already spent more than $20,000 replacing a water heater, HVAC system, garage door, washer and dryer. That's on top of the roughly $20,000 she'd invested over the past decade in flood-prevention measures recommended by the Metropolitan Sewer District, including a backflow preventer, rerouted downspouts and sump pumps.

All of it was overwhelmed when nearly five inches of rain fell in under an hour and a floodgate on Duck Creek failed to close automatically, sending water surging into homes along Camberwell.

The city's response: a $1 million relief fund announced by Mayor Aftab Pureval on July 24, with another $1 million that Vice Mayor Jan-Michele Lemon Kearney said will go before Cincinnati City Council for a vote in August. But with MSD reporting more than 900 sewer backup claims citywide from the July 17 storm, residents are doing the math.

"The million dollars is a great start. I'm very happy to see the city doing that. But yeah, it'll be interesting to see how far it goes," Scheidler told WLWT on July 26.

Simple division tells the story: $1 million spread across 900-plus claims works out to roughly $1,100 per household. Even if the second million is approved, that's about $2,200. Typical basement restoration costs $3,000 to $5,000, and contaminated sewer water damage can exceed $10,000, according to MSD spokesperson Deb Leonard.

How the money will reach residents

The city said it will distribute relief through MSD's existing Sewer Backup Program. Homeowners who already filed a backup report with MSD will be contacted directly. No separate application is required. The distribution plan was still being finalized as of July 24, with city officials saying details would come the week of July 27.

Not all flooding qualifies. MSD's program covers sewer backups only. Water that entered through doors, windows or foundation cracks during the storm, or backups caused by a clogged private sewer lateral, are not eligible.
